JOB TITLE: Four (4) Assistant Analysts / Analysts

The Mayor’s Office of Management and Budget (OMB) is the City government’s chief financial agency. OMB’s staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 70 City agencies.
OMB is newly creating the Environmental Sustainability and Resiliency Task Force. The Task Force will liaise with relevant mayoral agencies in the formulation, design, evaluation, management, and monitoring of environmental sustainability and resiliency policies and investments.
The task force will carry out policy and budget functions in a high-priority, high-visibility, complex, multi-stakeholder context. A non-exhaustive list of topic areas is: waterfront planning, infrastructure vulnerability, heat vulnerability, drainage and flooding alleviation, renewable energy development, transmission, storage, and utilization, NYC buildings greenhouse gas emissions, transportation (e.g., electric vehicles and chargers), and solid waste management.
The Assistant Analyst / Analyst will carry out work in the areas of policy and budget, including:
• Formulation and analysis of sustainability and resiliency policy
• Development and implementation of cost-benefit analyses
• Preparation of budget documents for the expense and capital budgets
• Preparation of internal and public-facing reports
• Coordination with other OMB Task Forces
• Analysis of new needs, legislation, and agency priorities
• Review of market and regulatory developments
• Monitoring and evaluation of ongoing policies
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college.
• Knowledge in resiliency, climate modeling, renewable energy, NYS and NYC markets and regulatory framework
• Knowledge in budgeting
• Highly motivated and entrepreneurial individual, with excellent communication, writing, presentation, and interpersonal skills
• Exceptional organizational skills, ability to manage multiple deadlines and priorities
Assistant Analyst ($46,856+): Bachelor’s degree in Economics, Government, Politics, Urban Studies, or a subject related to the specific assignment with no or one year of full-time experience.
Analyst ($62,480+): Bachelor’s degree and a minimum of two years of full-time experience in budgetary planning/management, financial analysis, public policy analysis or a related field, or a Master’s degree in Public Policy Administration, Economics or a related field.
